The tier is defined by specification, not by aesthetics concrete grade, steel brand, tile and fitting selection, door and window systems, and waterproofing extent.
Stage-wise budget split
Structure plus foundation is a third of the budget and effectively non-negotiable it is the part you cannot upgrade later. Finishes are the part you can phase.

Material rate ranges to sanity-check a quote
Cement moves seasonally and regionally; steel moves with global prices. Rather than quoting numbers that expire, insist that your contract states brand, grade and the mechanism for handling price escalation on long projects.
For projects longer than nine months, an escalation clause tied to a published index protects both sides better than a fixed rate that one party will eventually have to break.
